why cant infinity ward fix glitches promptly but they can put out a map pack so fast?

patches have to approved and put in by microsoft, typically infinity ward fixes the problem way before its fixed for us because of microsoft. Thats why patches for the pc and playstation always come out like 3 weeks before xbox
