If the General or XS from that clan or section isn't currently available, send them a message to let them know about what is going on and they will reply when they can. Remember that most issues do not need to be handled right away, it is very rare that something can't wait until the appropriate person is online to take care of it.When it is a time-sensitive or urgent matter use the open door policy to hit up an XD or higher so it can be handled appropriately. An investigation has to take place before any action is taken. This is critical!
