You know this is my idea behind the locust given from context clues in the game.
The COG back in the time of Chairman Monroe, started to create a superhuman fighting force, the scientists at new hope had the forefront of the project (hence the sires and the wretches). They move the majority of the specimens to Kadar mountains, there the specimens excaped and began to breed. When enough were enmassed, being hateful of the humans who forced them to become such a hideous form, emerged to over take the world and found a new order. The only people who knew about this were passed down the chairman line.
